WASHINGTON DC – Dân Biểu Liên Bang Loretta Sanchez (CA-46), Đồng Chủ tịch Nhóm Congressional Caucus on Vietnam và thành viên cao cấp của Ủy Ban Quân Sự Hạ Viện, đưa ra tuyên bố sau đây tiếp theo phán quyết của Tòa Trọng Tài Quốc Tế về các hoạt động của Trung Quốc trên Biển Đông:

“Tôi hoan nghênh phán quyết của Tòa Trọng Tài Quốc Tế, đã tuyên bố Trung Quốc hoàn toàn không có cơ sở pháp ly nào để tuyên bố chủ quyền trong khu vực Biển Đông. Đây là một thắng lợi quan trọng cho người dân Phi Luật Tân cũng như người dân Việt Nam mà chủ quyền lãnh thổ của họ đã bị liên tục đe dọa khi Trung Quốc hung hăn xâm lấn các quần đảo Hoàng Sa và Trường Sa.

“Thiệt hại về môi trường và mối quan tâm về an ninh toàn cầu được dính liền với nhau tại Biển Đông. Khi xây các đảo nhân tạo bằng cách bồi đấp hàng tấn cát sỏi lên bãi san hô mỏng manh, Trung Quốc đã gây thiệt hại nặng nề đến các bãi san hô quý giá này và làm giảm lượng cá trong một vùng sống nhờ vào hải sản hơn bất cứ nơi nào khác trên thế giới. Trung Quốc đã tiếp tục phát triển và quân sự hóa vùng đất trong vùng biển Nam Trung Quốc đe dọa an ninh và ổn định khu vực. Có thể sẽ gây ra nhiều hệ lụy nặng nề cho đời sống kinh tế và ổn định chính trị đối với nhiều quốc gia trong vùng.

“Với phán quyết này, tôi kêu gọi Trung Quốc hãy tôn trọng luật pháp quốc tế và chủ quyền lãnh thổ của Phi Luật Tân, Việt Nam, và các quốc gia ASEAN nói chung. Trung Quốc có trách nhiệm làm giảm căng thẳng mà họ đã gây ra trong vùng. Pháp luật phải được tuân thủ - giải quyết các tranh chấp về biển một cách ôn hòa là mối quan tâm tột cùng cho các chính quyền và xã hội dân sự tại Phi Luật Tân, Việt Nam và các nơi khá tại Châu Á.”

REP. LORETTA SANCHEZ STATEMENT ON SOUTH CHINA SEA RULING

WASHINGTON, D.C. –Congresswoman Loretta Sanchez (CA-46), senior member of the House Armed Services Committee, released the following statement in response to International Tribunal’s ruling on Chinese activities in the South China Sea:

“I welcome this decision by the International Tribunal, which justly declares that China has no right to claim large areas of the South China Sea. This is an important victory for the people of the Philippines and the people of Vietnam whose sovereignty has been continually threatened by China’s aggressive encroachment on the Paracel Islands and the Spratly Islands.”

“Environmental damage and global security concerns are inextricably linked in the South China Sea. In the pursuit of constructing artificial islands by dumping tons of sand and gravel on fragile reefs, China has severely damaged the integrity of these precious reefs and reduced vital fish stocks in a region that relies on fishing more than anywhere in the world. China has continued to build and militarize lands in the South China Sea threatening regional security and stability. There may be drastic ramifications on the economic livelihood and political stability of many countries in the region.”

“In light of this ruling, I call on China to respect international law and the sovereignty of the Philippines’ and Vietnam’s territories. China now has a responsibility to deescalate the tensions they exacerbated in the region. The rule of law must be adhered to—peacefully resolving these maritime disputes is of utmost concern for the governments and civil society throughout the Philippines, Vietnam and the rest of Asia.”

Statement by Armed Services & Foreign Affairs Democrats on South China Sea Decision

WASHINGTON, D.C. - Today, Democratic Members of the House Committees on Armed Services and Foreign Affairs issued the following statement regarding the International Tribunal’s decision in the case of The Republic of the Philippines vs. The People’s Republic of China:

“We welcome the Tribunal’s ruling today in the case of The Republic of the Philippines vs. The People’s Republic of China. The ruling underscores the importance of the United Nations Convention on the Law of the Sea (UNCLOS). We view it as binding on both parties involved and we hope that all parties will abide by it.

“Today’s decision presents a number of important opportunities:

“Following the Tribunal’s decision, we hope that all claimants will renew their efforts to resolve the maritime disputes in the South China Sea in a manner that is peaceful and consistent with international law. We commend the government of the Philippines for its decision to present its case through international arbitration.

“The Tribunal’s ruling is significant. Governments must decide whether or not the Asia-Pacific region will continue to be guided by the rules, norms, and respect for international law that have made it one of the most prosperous regions of the world.

“The ruling also presents an opportunity for the Association of Southeast Asian Nations (ASEAN) to speak with one voice on a matter of deep political and strategic importance, not just to the Philippines, but to the its entire membership.

“Finally, the United States Senate should take steps to do what the past three presidents, the U.S. Navy, and the U.S. Coast Guard have long requested: to ratify UNCLOS and to protect U.S. interests by ensuring that the United States is a full and participating party to this important international agreement.

“The United States will continue to uphold its commitment to the Philippines Mutual Defense Treaty of 1951, to uphold its commitment to international law in the Asia-Pacific region, and to promote the freedom of navigation in the seas and in the air in accordance with international law.”

Background:

On July 12, 2016 The Permanent Court of Arbitration in The Hague, Netherlands, announced a historic ruling on the Philippines' case against China over disputed claims in the South China Sea. The Arbitral Tribunal was established by the United Nations Convention on the Law of the Sea (UNCLOS).

The Philippines and China, both parties to the Convention, are legally bound to abide by the ruling, although PRC government has said repeatedly that they do not believe that the Tribunal has jurisdiction in this case and thus will not abide by the decision. The United States signed the Law of the Sea Agreement but has never ratified the convention.
